Although there are federal laws that govern abortion, state governments are allowed to legislate abortion themselves. In many cases, this means that states with conservative political leaders have placed extreme restrictions on access to abortions.

In Virginia, the following state and federal laws restrict access to abortion:

• parental consent (with acceptions in the form of judicial bypass)
• 24-hour waiting period
• state developed and directed script
• teen endangerment act/child interstate notification act
• state-amended hyde act
• gestation-based time limits on availability
• restrictions on who can provide abortions
• partial-birth abortion
